I am Professor of Public Policy at Oxford University's Blavatnik School of Government and a non-resident senior fellow at the Peterson Institute for International Economics.

My research interests lie at the intersection of international and comparative political economy, with an emphasis on China and the Asian region. I am currently co-Principal Investigator of the Research on Economic Security and Peace initiative, a collaboration between scholars at Harvard and Oxford and funded by the Andrew Carnegie Corporation.

I was previously an assistant professor of political science at the University of Oregon (2018-2023), and have also held a number of policy-relevant and research fellowships. Most recently I was a public intellectual fellow with the National Committee on U.S.-China Relations from 2021-2023, and a non-resident scholar at the UC San Diego 21st Century China Center from 2020 to 2023. From 2017-2020, I was a fellow of the World Economic Forum's Council on the Future of International Trade and Investment. I was also a member of the Georgetown University Initiative for U.S.-China Dialogue on Global Issues from 2017-2019, and from 2017-18, I was a post-doctoral fellow at the Princeton-Harvard China and the World Program in Princeton University.

I hold a PhD in Public Policy from Harvard University (2017), an MPA in International Development from the John F. Kennedy School of Government, Harvard University (2011) and a BA (Honors, Distinction) in International Relations and Economics from Stanford University (2002). Apart from research on globalization and China, I have also worked in the public and non-governmental sectors on a range of issues including economic development, international security policy, global governance and governance innovations.
